ABSTRACT
R.A. Kartini Road, Tegal, Center Java, is a secondary collector road that dominates education. The road segment is the center of education because many schools, from elementary to junior high and high school, are on one road. Apart from that, this road section also has crowded side barriers, such as street vendors. This research aims to find and analyze how the speed limits on these roads are in accordance with rules concerning procedures for setting speed limits in an area. The resulting maximum speed of the R.A.Kartini road is 30 km/hour. This study looks at the behavior of drivers towards the rules. The research uses a field survey to sample traffic volume and speed data. The result is the driver uses a speed that is still within the threshold and does not violate the existing speed rules. The 85th percentile speed is used to help validate data.
