ABSTRACT
The plan to implement an Amphibious Bus operating in the Nusa Penida Tourism Area was spearheaded by public interest, which was predicted using forecasting calculations using the Least Square method regarding the number of tourists who will visit Nusa Penida in 2023, reaching 22,704 people. Nusa Penida is a tourist area located apart from the island of Bali. As a relatively small archipelago, access to the island is limited only by sea transportation. These amphibious buses can be an alternative mode of transportation that can be operated in areas with geographical conditions, such as the Nusa Penida area, and increase the efficiency value of public transportation. In organizing a public transport system as an amphibious bus, several parties contribute to accommodate according to their functions, rights, and obligations, namely the company as an operator, tourists as users, and regulatory power held by the government.
