ABSTRACT
The data collection process in this study used observation, interview, documentation, and literature study techniques. There were 20 vehicles that failed the test and 60% of vehicles were late in carrying out the retest. Vehicles that failed the test and have not undergone a retest are vehicles that are not roadworthy to be operated. The long distance to the workshop and the high number of traffic jams on the road are the reasons why drivers take a long time to bring vehicles that did not pass the test in carrying out the retest. The purpose of this study was to identify cases of failing motor vehicle tests as a basis for planning the development of workshop partnership facilities. Data on vehicles that did not pass the test through observation will be analyzed using the Miles and Huberman method to identify the highest to lowest damage systems as a basis for providing repair services or spare parts for the construction of Type C workshops. The results of the study showed that the three main causes of vehicles failing the test were the lack of motor vehicle equipment, exhaust emission systems, and lighting systems that exceeded the threshold.
