ABSTRACT

Tambak Segaran Rice Market is a staple food trading area in Pasar Legi, Surakarta City. The loading and unloading activities at Tambak Segaran still have limitations, including the use of human physical labor for transportation and the absence of standard tools and procedures in accordance with legal regulations. This situation causes traffic congestion in the Tambak Segaran area as drivers park vehicles improperly. The research aims to provide suggestions for procedural strategy designs that can be implemented at Tambak Segaran using a qualitative approach through field observations and a quantitative approach using SWOT Analysis. This involves mapping variables of strengths, weaknesses, opportunities, and threats into Internal (IFAS) and External (EFAS) factors. The final result of the study produces a curve leaning towards Quadrant I (SO) with an x-axis of 0.15 and a y-axis of 0.54 on the SWOT diagram. The SO strategies include adding health facilities for porters, implementing filters at critical points in the loading and unloading process, and increasing the number of officers to check goods/commodities.
